The Seventh Planning District Consortium Workforce Development Board

Under the Workforce Innovation and Opportunity Act (WIOA), each state is required to establish and oversee a comprehensive job training and employment system that supports the workforce participation of eligible youth, adults, and dislocated workers. In Louisiana, the Governor has designated the Seventh Planning District Consortium Workforce Development Board as the governing body for workforce initiatives in the parishes of Bienville, Bossier, Caddo (Balance), Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster.

Our Workforce Development Board (WDB) is made up of a diverse group of business leaders, corporate executives, educational institutions, labor unions, economic development agencies, government entities, and community-based organizations. The Board includes a minimum of 12 private-sector representatives and 11 public-sector representatives, ensuring a well-rounded approach to workforce planning. Working in partnership with the Red River Parish Police Jury (Sub-recipient) and The Coordinating & Development Corporation (Fiscal Agent), the WDB focuses on addressing workforce challenges, upskilling workers, and developing talent pipelines to enhance economic growth. Through strategic collaboration, we ensure the workforce development system provides high-quality services to job seekers and employers across our region.

WIOA Regional and Local Plan
PY 2024-2027

The Seventh Planning District Consortium Workforce Development Board announces that it is accepting public comment on the Draft WIOA Regional and Local Plan PY 2024-2027 for a 30-day period, starting on February 11, 2025, and ending on March 13, 2025, as required by the Workforce Innovation and Opportunity Act (WIOA) of 2014.

Funds under WIOA Title I provide occupational skills training, On-the-Job Training, Work Experience, Dislocated Worker Program, Youth Program, and other appropriate activities as allowed under the Act to eligible residents.

The Seventh Planning District Consortium Workforce Development Board and The Coordinating and Development Corporation welcome comments regarding the PY 2024-2027 Regional/Local Plan for Workforce Development Area #70. A copy of the draft plan is available on the website at: https://www.cdconline.org/wioa-bod-70, or at the office of The Coordinating and Development Corporation, 4000 Viking Drive, STE A-1, Bossier City, LA 71111, between the hours of 8:30 a.m. and 4:30 p.m., Monday through Thursday and 8:30 a.m. and 3:30 p.m. on Friday.
